Commercial Lien & UNCITRAL Arbitration Demand
To Whom It May Concern,
This Notice is made by Chris Magis Nero, Executor and Private Estate Authority, regarding the unrebutted billing dispute previously sent to your office. Your failure to provide a verified statement of account, lawful contract, or valid OMB control number constitutes dishonor, fraud, and a commercial injury under federal and international law.
I. Basis for Lien
You have failed to: 1. Provide full accounting as required under 12 CFR § 1026.13; 2. Apply timely credit as mandated under 15 U.S.C. § 1666b; 3. Submit any instrument with a valid OMB Control Number as required by 44 U.S.C. § 3512. 4. Cease collection or coercion during the pending dispute. These failures constitute commercial fraud and violation of fiduciary duties.
II. Declaration of Lien
Accordingly, I hereby declare a Commercial Lien in the provisional amount of $10,000,000 (ten million USD) against your organization, to be perfected upon continued dishonor. This lien may be filed with the appropriate UCC office, bonding agency, and international tribunal.
III. Election of Arbitration
Pursuant to the UNCITRAL Model Law on International Commercial Arbitration and applicable treaty authority, I hereby elect binding private arbitration to resolve this dispute. Failure to respond within 10 business days constitutes default and agreement to all terms herein.
IV. Final Notice
You are hereby instructed to cease and desist all attempts to collect, report, or interfere with my estate. All further action will be documented and referred for prosecution under commercial and constitutional jurisdiction.
