Paragraph 1

MASTER RESEARCH REPORT

Paragraph 2

Treasury, Federal Reserve, Bills of Exchange,
Fedwire, Financial Agents, International Connections,
and Territorial Jurisdiction

Paragraph 3

Research status: Consolidated through August 2026

Paragraph 4

Purpose: Preserve the findings, chronology, evidentiary distinctions,
and unanswered questions developed through the investigation.

Paragraph 5

I. EXECUTIVE CONCLUSION

Paragraph 6

The investigation has produced a considerably clearer picture than we had at the beginning. Several concepts that initially appeared unusual or potentially connected are genuine components of the United States financial system: bills of exchange and sight drafts are legitimate classes of commercial instruments; banks may act as financial agents of the United States; Federal Reserve Banks act as Treasury fiscal agents and government depositaries; commercial banks can perform Treasury processing functions while Federal Reserve Banks perform settlement; Fedwire permits participating banks to transmit payments for customers; and Fedwire has long supported drawdown requests, sometimes described operationally as reverse wires.

Paragraph 7

The 2025 ISO 20022 conversion substantially expanded and standardized the information accompanying Fedwire transactions. ISO 20022 identifies debtors, creditors, their agents, ultimate debtors and ultimate creditors. Treasury also maintains formal international financial relationships with foreign governments, including the Holy See/Vatican City State, while United Nations Security Council measures can acquire domestic financial consequences through congressional and presidential authority administered by Treasury/OFAC.

Paragraph 8

At the same time, the investigation has repeatedly encountered one critical boundary: no primary-source authority located so far establishes that an individual, trust, estate, birth record, private account, or privately created bill of exchange possesses an undisclosed Treasury account from which the private party may originate federal funds merely by issuing or presenting an instrument.

Paragraph 9

The research therefore increasingly points toward a conventional but sophisticated payment architecture: underlying obligation/value -> authorized financial relationship -> payment request or instrument -> bank acceptance/credit decision -> actual payment order -> Federal Reserve settlement -> beneficiary-bank acceptance -> reconciliation/discharge.

Paragraph 10

The central unresolved question is not whether negotiable instruments or drawdowns exist. They do. The unresolved question is: What lawful underlying account, credit facility, authorization agreement, acceptance, or other source of value permits a privately issued instrument or payment request to become an actual bank-originated Fedwire transfer?

Paragraph 11

II. BILLS OF EXCHANGE ARE REAL COMMERCIAL INSTRUMENTS

Paragraph 12

One of the earliest misconceptions eliminated by the investigation is the proposition that every document called a “Bill of Exchange” or “sight draft” is inherently fictitious. Commercial law recognizes drafts and bills of exchange. IRS Chief Counsel has likewise relied upon UCC Article 3 when analyzing genuine negotiable instruments used for tax payments.

Paragraph 13

The critical distinction is not the name of the instrument. The critical questions are: Who is the drawer? Who is the drawee? What obligation or account exists? Does the drawee have an obligation to honor the instrument? Has the drawee accepted it? Is there actual value or credit available? Does presentment result in payment?

Paragraph 14

A genuine draft therefore follows something resembling: Drawer -> identifiable drawee -> existing funds/credit/obligation -> presentment -> acceptance/payment. Simply placing Treasury or Federal Reserve information on an instrument does not establish the underlying drawee relationship.

Paragraph 15

III. TREASURY'S OWN REGULATION CONFIRMS THE IMPORTANCE OF THE DRAWEE

Paragraph 16

26 CFR §301.6311-1 permits certain tax payments by check or draft. The regulation contemplates an instrument drawn on a financial institution and collectible in United States currency at par. Tender does not itself discharge the tax; the liability remains until the instrument is actually paid.

Paragraph 17

The regulation becomes particularly revealing when an instrument fails: its special lien provisions concern assets of the financial institution upon which the draft was drawn. That reinforces the same architecture: instrument -> actual financial institution -> actual payment. A routing number or governmental identifier is not itself a source of value.

Paragraph 18

IV. TREASURY'S HISTORICAL WARNING ABOUT PURPORTED PRIVATE TREASURY DRAFTS

Paragraph 19

Treasury's Office of Inspector General documented abusive instruments circulated under names including “sight drafts.” Treasury reports that promoters later began calling substantially similar instruments “Bills of Exchange” around January 2001 after prosecutions involving the earlier instruments.

Paragraph 20

That history does not mean legitimate bills of exchange ceased to exist. It means Treasury distinguished genuine commercial drafts from documents purporting to draw upon nonexistent individual Treasury accounts.

Paragraph 21

V. UNITED STATES v. ANDERSON

Paragraph 22

The Sixth Circuit's decision in United States v. Anderson, 353 F.3d 490 (6th Cir. 2003), provided an especially useful historical control. Government testimony acknowledged that a legitimate instrument known as a sight draft exists, but Treasury did not maintain individual depository accounts against which private persons could issue the Treasury-directed instruments involved in that case.

Paragraph 23

The proper conclusion is therefore: a real commercial instrument still requires a real drawee relationship and source of payment.

Paragraph 24

VI. THE 2011 IRS “BILL OF EXCHANGE” PROCEDURE

Paragraph 25

On November 4, 2011, the IRS added a special procedure concerning documents styled “Bill of Exchange” or “Registered Bill of Exchange” that purported to authorize settlement through Fedwire. Rather than simply destroying or returning those documents, IRS personnel were instructed to forward everything received by next-day service to Treasury's Office of the Executive Secretary, Room 3413.

Paragraph 26

Subsequent IRS processing instructions clarify that such documents are not automatically treated as successfully deposited tax payments; another IRS processing manual routes them as “imperfect” remittances. Consequently: routing to Treasury != Treasury acceptance, and reference to Fedwire != successful settlement.

Paragraph 27

VII. THE BANK OF ENGLAND CONNECTION

Paragraph 28

A genuine Bank of England connection was located in the IRS Manual. For certain foreign withholding-tax payments, the procedure states that the Bank of England will telex credit of withholding taxes to the Austin Campus. The Federal Reserve Bank of New York then prepares the relevant deposit documentation and forwards Treasury/IRS copies.

Paragraph 29

This creates a documented chain: Bank of England -> Federal Reserve Bank of New York -> IRS processing -> United States Treasury accounting. It does not establish that the Bank of England is the drawee of private American bills of exchange, that private estates have access to this procedure, or that the City of London owns or controls Treasury or the Federal Reserve.

Paragraph 30

VIII. TREASURY FINANCIAL AGENTS

Paragraph 31

Federal law authorizes Treasury to designate qualifying banks as depositaries of public money and financial agents of the Government. Federal Reserve Banks themselves also serve as Treasury fiscal agents and government depositaries.

Paragraph 32

Consequently, Treasury's financial architecture can involve: Treasury -> designated commercial financial agent -> Federal Reserve settlement infrastructure. This distinction becomes especially important when examining actual Treasury payment programs.

Paragraph 33

IX. TREASURY CREDIT GATEWAY

Paragraph 34

Treasury's Bureau of the Fiscal Service operates the Credit Gateway for federal government receipts. Treasury's own Financial Manual explains that the architecture divides responsibilities: a commercial bank designated as a financial agent of the United States Government performs transaction-processing functions, while Federal Reserve Banks perform settlement.

Paragraph 35

The resulting chain is: payer/customer -> financial institution/payment network -> Treasury-designated financial agent -> Federal Reserve settlement -> federal-agency/Treasury accounting. This confirms that Treasury does not personally perform every banking operation associated with government receipts, but it does not establish that an unauthorized private instrument becomes Treasury money merely by being sent into the system.

Paragraph 36

X. FEDWIRE PARTICIPATION

Paragraph 37

Fedwire permits participating institutions to send and receive payments for themselves and on behalf of corporate or individual customers. A customer therefore does not need a Federal Reserve master account merely to benefit from a Fedwire payment.

Paragraph 38

The ordinary customer chain is: customer -> participating bank -> bank's Federal Reserve relationship/master account -> Fedwire -> receiving participant -> beneficiary. Direct Fedwire participation is different and requires the necessary Federal Reserve account and authorization. Customer access through a bank is not direct Federal Reserve participation.

Paragraph 39

XI. FEDWIRE DRAWDOWNS / REVERSE WIRES

Paragraph 40

One of the most important discoveries involved Fedwire drawdowns. Further historical research established that drawdowns existed under the legacy Fedwire architecture before ISO 20022. The old system included Subtype 31 — Request for Credit (Drawdown); Subtype 32 — Funds Transfer Honoring a Drawdown; and Subtype 33 — Refusal.

Paragraph 41

Legacy business-function codes included concepts corresponding to Customer/Corporate Drawdown Request, Bank-to-Bank Drawdown Request, and Drawdown Payment. Industry banking documentation sometimes describes the mechanism as a reverse wire. The fundamental mechanism therefore predates ISO 20022.

Paragraph 42

XII. WHAT A DRAWDOWN ACTUALLY DOES

Paragraph 43

A drawdown request is not money. It is essentially a request that another party cause a payment to be made.

Paragraph 44

A typical architecture is: prior authorization/agreement -> drawdown request -> receiving institution validates the request -> accept/reject/hold -> actual funds-transfer instruction -> Fedwire settlement.

Paragraph 45

This materially changed the direction of the investigation. The critical legal instrument is not necessarily the Fedwire request itself; it may instead be the underlying authorization agreement between the customer and financial institution.

Paragraph 46

XIII. THE 2025 ISO 20022 TRANSITION

Paragraph 47

June 2025 was important, but the production conversion did not occur in June. June was principally the final testing, certification and go/no-go period. On June 18, 2025, the Federal Reserve confirmed that the conversion would proceed.

Paragraph 48

The actual production conversion occurred July 14, 2025, when Fedwire migrated from the legacy FAIM message architecture to ISO 20022. The proper historical distinction is therefore: June 2025 = institutional readiness/final implementation decision; July 14, 2025 = production conversion.

Paragraph 49

XIV. WHAT ISO 20022 ACTUALLY CHANGED

Paragraph 50

ISO 20022 did much more than replace field numbers with XML. It substantially standardized the information architecture surrounding payments. The system can distinguish Debtor, Debtor Agent, Ultimate Debtor, Creditor, Creditor Agent, Ultimate Creditor, intermediary financial institutions, accounts, organizational/private identifiers, remittance information and transaction references.

Paragraph 51

Particularly noteworthy are Ultimate Debtor and Ultimate Creditor. These permit the economic party behind a payment to be identified separately from an immediate account party or financial intermediary. That does not create hidden ownership; it establishes that modern payment infrastructure expressly recognizes layered economic relationships.

Paragraph 52

XV. ISO 20022 DRAWDOWN MESSAGES

Paragraph 53

Under the new architecture, a drawdown can involve pain.013 — Drawdown Request, followed by a response and, if honored, pacs.008 — customer transfer or pacs.009 — financial-institution transfer.

Paragraph 54

A response accepting a request is not itself the money transfer. The actual value-transfer message must still occur. Therefore: request != acceptance != settlement.

Paragraph 55

XVI. TRANSACTION IDENTIFICATION AND RECONCILIATION

Paragraph 56

The ISO system introduced or standardized richer transaction identification, including the Unique End-to-End Transaction Reference (UETR). Customer transfers also contain End-to-End Identification used in payment reconciliation.

Paragraph 57

This gives modern transactions a traceable architecture: underlying transaction -> parties -> agents -> identifiers -> payment instruction -> settlement -> beneficiary -> reconciliation.

Paragraph 58

XVII. REGULATION J AND ARTICLE 4A

Paragraph 59

Federal Reserve Regulation J provides the legal framework governing Fedwire funds transfers and incorporates significant Article 4A principles. A payment message has legal consequences when accepted through the authorized payment system.

Paragraph 60

The operational sequence can be summarized as: underlying obligation -> payment request -> authorization/acceptance -> payment order -> Federal Reserve settlement -> beneficiary-bank acceptance -> beneficiary's right to payment -> possible discharge of underlying obligation -> reconciliation.

Paragraph 61

XVIII. TREASURY GENERAL ACCOUNT

Paragraph 62

Government-originated payments introduce another essential concept: the Treasury General Account (TGA). Treasury's payment capability ultimately depends upon authorized government balances and Treasury's Federal Reserve relationship.

Paragraph 63

The government-side architecture is: appropriation/authority -> Treasury accounting -> available government balance -> payment instruction -> Federal Reserve settlement. Payment messaging does not itself create the underlying government money.

Paragraph 64

XIX. HOLY SEE / VATICAN CITY — TREASURY CONNECTION

Paragraph 65

The investigation found a genuine formal financial-law relationship between the United States and the Holy See/Vatican City State. The United States entered into an intergovernmental FATCA agreement with the Holy See/Vatican City State in 2015. The agreement expressly addresses Holy See/Vatican financial institutions and includes the Institute for the Works of Religion (IOR) within the reporting framework.

Paragraph 66

This establishes: United States/Treasury tax-information regime <-> Holy See/Vatican City State <-> Vatican financial institutions <-> covered financial-account reporting. Treasury's international-capital reporting system also treats the Holy See separately and assigns it a distinct country code.

Paragraph 67

These relationships do not establish that the Vatican owns the United States Treasury, that birth certificates create Vatican securities, that Vatican institutions administer private American Treasury accounts, that the Holy See is the ultimate creditor of Americans, or that Vatican institutions provide the source of payment for privately created bills of exchange.

Paragraph 68

XX. HOLY SEE AND UNITED NATIONS

Paragraph 69

United Nations records treat the Holy See as a non-member observer State with formally recognized participation rights. That international governmental status helps explain why the United States can enter governmental financial/tax arrangements with the Holy See. International legal personality does not imply ownership of the United States financial system.

Paragraph 70

XXI. UNITED NATIONS -> TREASURY/OFAC

Paragraph 71

A strong institutional connection exists between certain United Nations Security Council actions and Treasury's sanctions system. Congress enacted the United Nations Participation Act, providing domestic authority through which qualifying Security Council measures may be implemented by the United States.

Paragraph 72

The chain can operate as: U.N. Security Council action -> United Nations Participation Act / other U.S. statutory authority -> Presidential implementation -> Treasury / OFAC regulations -> blocking/restriction of property and financial transactions within U.S. jurisdiction.

Paragraph 73

That is a genuine legal bridge, but the United Nations does not thereby obtain general jurisdiction over Treasury or Federal Reserve accounts.

Paragraph 74

XXII. CITY OF LONDON

Paragraph 75

Research located genuine interaction between the City of London Corporation and American/British financial regulators. The City has participated in or hosted activities connected with the U.S.-UK Financial Regulatory Working Group involving U.S. Treasury, HM Treasury, financial regulators and private-sector financial stakeholders.

Paragraph 76

The documented relationship resembles: City of London Corporation/private-sector financial community -> policy input/stakeholder engagement -> U.S.-UK governmental financial-regulatory dialogue. It does not establish City of London ownership or control of the U.S. Treasury or Federal Reserve.

Paragraph 77

XXIII. BANK OF ENGLAND VERSUS CITY OF LONDON

Paragraph 78

These institutions must not be conflated. The Bank of England is a central bank. The City of London Corporation is the governmental body for the Square Mile and performs governmental, civic and financial-sector promotional functions. Finding a relationship involving one does not automatically establish authority belonging to the other.

Paragraph 79

XXIV. TRILATERAL COMMISSION

Paragraph 80

The investigation located historical interaction between Treasury officials and the Trilateral Commission. Senior American officials, including Treasury officials, have addressed the organization. That establishes interaction, access and dialogue.

Paragraph 81

It does not establish delegated Treasury authority, Fedwire authority, Treasury ownership, financial-agent status or governmental jurisdiction. No primary-source evidence located so far establishes that the Trilateral Commission operates Treasury payment systems, controls Fiscal Service, controls Federal Reserve settlement, or possesses authority over private bills of exchange.

Paragraph 82

XXV. “TEN MILES SQUARE”

Paragraph 83

The original constitutional and statutory materials are clear. Article I, Section 8, Clause 17 authorized Congress to exercise exclusive legislation over a district “not exceeding ten Miles square” that would become the Seat of Government. Early federal statutes implementing the provision likewise describe the territory in connection with the permanent seat of government.

Paragraph 84

The documented chain is: constitutional authority -> district not exceeding ten miles square -> Seat of Government -> special congressional legislative jurisdiction over that district. The evidence does not establish that all federal power exists only inside Washington, D.C., or that Treasury, federal courts, federal taxation or federal statutes cease operating outside the District.

Paragraph 85

XXVI. THE MOST IMPORTANT DISTINCTION WE HAVE LEARNED

Paragraph 86

Across nearly every branch of this research, the same principle keeps appearing. There are separate layers: underlying value or obligation; authority; instruction or instrument; acceptance; settlement; and reconciliation.

Paragraph 87

Something must actually be owed, deposited, appropriated, loaned, credited or otherwise available. Someone must possess legal authority to direct disposition of that value. A check, draft, payment order, drawdown request or electronic message communicates what should occur. The institution whose participation is necessary must accept or honor the instruction. Actual value then moves through the relevant accounts/payment infrastructure, after which the resulting payment is matched against the underlying obligation/account.

Paragraph 88

This explains why merely producing an instrument does not necessarily produce money. The instrument is one component of the transaction, not necessarily its source of value.

Paragraph 89

XXVII. WHAT WE HAVE DISPROVED OR SUBSTANTIALLY NARROWED

Paragraph 90

The research has not supported the following propositions: every bill of exchange is fraudulent; every sight draft is fictitious; sending a BOE to Treasury automatically constitutes Treasury acceptance; mentioning Fedwire on an instrument authorizes a Fedwire transfer; ISO 20022 created Fedwire drawdowns in 2025; a pain.013 request itself transfers funds; ISO 20022 created hidden private Treasury accounts; Ultimate Debtor/Ultimate Creditor fields prove secret beneficial ownership; the Holy See owns Treasury; the Vatican controls American birth records as securities; the City of London Corporation controls Treasury; the Bank of England procedure makes the Bank of England the drawee of private American instruments; the Trilateral Commission possesses Treasury payment authority; the United Nations directly controls Treasury; or “ten miles square” confines the entire federal government to Washington, D.C.

Paragraph 91

XXVIII. WHAT IS FIRMLY ESTABLISHED

Paragraph 92

The strongest established propositions are: bills and drafts can be legitimate commercial instruments; validity depends upon actual parties, obligation, authority and source of value; Treasury employs commercial financial agents; Federal Reserve Banks act as Treasury fiscal agents and settlement institutions; commercial banks can process government transactions while Federal Reserve Banks perform settlement; customers can originate Fedwire payments through participating banks without their own Federal Reserve master accounts; Fedwire supports requests for payment/drawdowns; drawdowns existed before ISO 20022; a drawdown request does not itself move money; an underlying authorization relationship ordinarily precedes successful drawdown processing; ISO 20022 substantially expanded structured transaction information and identification; settlement remains dependent upon authorized participants and actual account balances/credit; Treasury has genuine financial-law relationships with foreign sovereign actors, including the Holy See; United Nations measures can become enforceable through U.S. statutory and Treasury implementation mechanisms; and none of those international relationships presently establishes a private right to originate Treasury funds.

Paragraph 93

XXIX. THE CENTRAL UNANSWERED QUESTION

Paragraph 94

After removing unsupported theories, one major question remains: What lawful relationship permits a private person, estate, trust or corporation to present an obligation, draft, drawdown request or other payment instruction to its financial institution and have that institution transform the transaction into immediately available bank credit and/or an actual Fedwire payment?

Paragraph 95

That requires examining deposit agreements, commercial credit agreements, overdraft facilities, banker's acceptances, letters of credit, discounting of commercial paper, securities-backed lending, receivables financing, reverse-wire authorization agreements, Treasury financial-agent agreements, bank operating manuals, UCC Articles 3, 4, 4A, 5 and 9, Regulation J, Federal Reserve Operating Circular 6, Federal Reserve master-account rules, and actual bank underwriting/acceptance requirements.

Paragraph 96

XXX. NEXT RESEARCH TARGET: THE MISSING BRIDGE

Paragraph 97

The investigation should now stop asking whether bills of exchange exist, whether Fedwire can process a drawdown, or whether a private customer can cause a bank to originate Fedwire transactions. Those questions have affirmative answers in the appropriate authorized context.

Paragraph 98

The question worth pursuing is: What causes a bank to provide the VALUE behind the instruction? Possibilities requiring primary-source investigation include existing deposit balances; contractual bank credit or overdrafts; banker's acceptances; discounting; letters of credit; securities-backed borrowing; receivables financing; and authorized reverse-wire/drawdown arrangements.

Paragraph 99

These mechanisms are materially different from the proposition “write an instrument against Treasury and Treasury must pay it,” which remains unsupported.

Paragraph 100

XXXI. RESEARCH STANDARD GOING FORWARD

Paragraph 101

Future findings should be admitted into the master record principally when supported by high-authority material: United States Code; Code of Federal Regulations; Statutes at Large; Federal Register; Treasury/Fiscal Service manuals; Federal Reserve operating circulars; official Federal Reserve service documentation; Treasury/IRS administrative materials; treaties/intergovernmental agreements; official government accounting instructions; and judicial opinions interpreting those authorities.

Paragraph 102

Secondary operational evidence can include bank operating manuals, authenticated financial-agent contracts, ISO implementation specifications, bank product agreements and payment-system technical documentation. Academic commentary and historical books are useful leads. Internet theories, unsupported diagrams and assertions should not be treated as evidence merely because terminology overlaps with legitimate financial concepts.

Paragraph 103

XXXII. WORKING MASTER MAP

Paragraph 104

The strongest evidence presently produces this architecture: Underlying obligation / asset / deposit / credit -> Person / Estate / Trust / Corporation -> contractual banking relationship -> commercial bank -> acceptance / credit / authorization -> payment instruction or drawdown -> Fedwire participant -> Federal Reserve master-account settlement -> receiving participant -> beneficiary / creditor -> reconciliation / possible discharge.

Paragraph 105

For federal government receipts: payer -> financial institution/payment network -> Treasury-designated financial agent -> Federal Reserve settlement -> Treasury/Federal Agency accounting.

Paragraph 106

For Treasury disbursement: lawful governmental authority + available Treasury balance -> Treasury/Fiscal Service instruction -> Federal Reserve/payment infrastructure -> receiving financial institution -> beneficiary.

Paragraph 107

XXXIII. FINAL ASSESSMENT

Paragraph 108

The investigation has not uncovered evidence of a secret system. It has uncovered a highly structured financial system in which authority, value, messaging, acceptance and settlement are separate legal events. That distinction explains much of the confusion surrounding bills of exchange, Fedwire, Treasury processing and Federal Reserve terminology.

Paragraph 109

The most significant discoveries are the structural connections: Treasury <-> commercial financial agents; Treasury <-> Federal Reserve fiscal agents; commercial customers <-> banks <-> Fedwire; drawdown request <-> prior authorization <-> actual payment; underlying obligation <-> payment order <-> settlement <-> discharge; foreign sovereign institutions <-> formal Treasury reporting/regulatory systems; and U.N. action <-> U.S. statutory authority <-> Treasury enforcement.

Paragraph 110

The research should continue with a narrower target: find the precise contractual and legal mechanism by which legitimate private commercial paper, an obligation, or an authorized payment request becomes bank credit capable of Federal Reserve settlement. Until that bridge is established by primary authority, it should not be assumed. That evidentiary discipline separates what is known from what is merely suspected.
